This adds a new block component and uses this for the system brand block. The output should NOT change at all but the component allows for us to display the site name next to the logo and to update the logo so that it links to another site (i.e. psu.edu for policy or libraries.psu.edu for the intranet site).
You can test the different options by changing the props in templates/block/block--system-branding-block.html.twig and the clearing the cache.
