Including additional bootstrap styles and splitting some bootstrap styles into separate libraries (and updated template files) so they are only included where necessary.

This includes:

Removing additional bootstrap5 library references.
Adding some additional styles to global styles.
Add logo and branding block changes from hershey theme
Add accordion library to add to accordion blocks/paragraphs (currently only in the hershey site).

Curious why the switch from svg to png?

The logo.svg was the bootstrap logo. The logo.png is the PSU Libraries logo which I pulled from the hershey theme.
