Proxy should be able to:

[x] Request waivers (known and unknown articles)
[x] Click through from RMD to deposit in ScholarSphere
[ ] Receive OA emails

They should also be able to add URL for an OA version of the article.

@ajkiessl This is all done except for receiving emails. Perhaps it should be edited so it's just about proxies receiving emails? But that's probably so low priority that it should just be rejected.

@anaelizabethenriquez I updated the OP. I think we can keep this, but I agree it's probably not a high priority.
