End of AI OA Workflow for files that are not article files #839

I might be overlooking it, but I don't believe we have a plan yet for dealing with file uploads that are not either the acceptedVersion or publishedVersion.

I am not tagging this as necessary for MVP. As long as we get #840 done, these should not clog up our manual review workflow. That is, we'll be able to get them out of the "Needs Version Review" list, so that they only show up in the troubleshooting bucket. Then, we can either leave them there until we have a new feature to handle them in an automated way, or if we have time we can work with @nmg110 and her team to handle them manually. (I.e., the SCC team would create a list of the users and files that aren't publication files and send it to FAMS so the files can be moved to the correct place in Activity Insight and the AI user can potentially upload the correct file.)
