Publication with OA status of "hybrid" is showing up in "Publications Requiring Permissions Review on a File" #966

Since this publication has an OA Status of "hybrid" in RMD, I would expect it to be excluded from the AI OA Workflow: https://metadata.libraries.psu.edu/admin/publication/536652

This is not urgent but should get fixed in the next development cycle.

Closing this because the publication linked above is no longer in RMD, so I don't think we have the necessary breadcrumbs to fix this.
