On AI OA Workflow "buckets" page, switch order of "Review Unknown File Versions" and "Review Preferred Version" #979

It seems that publications need to have a "preferred version" before they go into the "Review Unknown File Versions" bucket. First, let's verify that I'm right about that. If I am, let's switch the order of those two buckets on the main page of the workflow, to make this clearer to admin users.
