Additionally stubbed out Chracterization for features unless needed for the test

Coverage increased (+0.8%) to 55.709% when pulling c50152b3f96d37ba697cf8eea38d83a6e08da9cc on travis_error into 6941f2e0590e69773c17b2fbe248209a76f1ee73 on develop.
