Changing work zip service to utilize the local file system #1557

Added a service to return the path, which could be used in the downloads controller and the zip service Changed the Downloads controller to utilize the extracted code changed the zip service to use the new code Changed the test to create an external file instead of an internal file

Coverage increased (+0.02%) to 58.892% when pulling 402b375d45ce6478e8983ff9294e8588467f07a7 on zip_disk into 3efc4a7e8c7bc5f1106431aaeb432551ac8a816f on develop.
