Indicate to "contact us" for large data files #1622

We should add a note that the best way to ingest very large data sets (~ >4GB) is to get in touch with us (REPUB) for manual ingest.

@srerickson Does this need to involve a code change or could it be done in one of the editable pages, such as the About or Help?
