Update versions where date got set to migration date to GF upload Date #413

When we migrated from Fedora 3 to Fedora 4 the version date got set to the migration date instead of the original upload date.

After (or during) we migrate from F4 to PCDM we should find the versions created on April 11th, 2015 and set the version created date to the GenericFile created date.

Do this as a ScholarSphere specific Converter during the migration. Either update json that is exported or tie it into the migration code.
