Bug Report

Updating the embargo for published works seems to be quite slow

Steps to reproduce the behavior:

@srerickson Was this is any way related to the big ingest you were running via the API? I'm wondering if Solr's overloaded status was causing this.

investigate the problem and check that this is actually caused by Solr being overloaded.
