Hide Accessibility Review in Work Settings sidebar #1651

When there isn't any accessibility check, hide the "Accessibility Review" heading in the left sidebar.

Also, remove the heading in the Work Settings.

Works uploaded via RMD are stuck with the processing wheel. This could be fixed in this issue. It could also be fixed by simply sending an AccessibilityCheckJob off for pdfs uploaded thoguh the API.
