feat: Renovate and Bitbucket branch improvements

• [ ] Support bitbucket repo sync workflow for any push or merge on bitbucket branch
• [ ] Investigate and share bitbucket cache with renovate's.
• [ ] Remove hard-coded repository from renovate.config.cjs
• [ ] Allow renovate runs on dev/*-upgrade branches
• [ ] Add option to run pipeline builds manually on branches
• [ ] Trigger bitbucket sync only if main branch CI is success (still allow manual runs)

We should breakup the current workflow so that bitbucket sync is triggered on the bitbucket branch push or merge.
