0023: Add a KBI on keyring config #89

This KBI covers keyring configuration in the context of a problem with credential retrieval observed on a headless system. It also provides a general overview of keyring access.

@aqw since this describes both user and admin solutions (in context of what we observed on Juseless), and talks about D-Bus and GNOME Keyring, I would appreciate you taking a look - hence suggested you as a reviewer.

As a side note, I wonder if Keyring would use configuration from a file in a standard location "higher" then ~/.local/share/ (for an alternative admin solution), but we do not need to go there.
