Revert "Disable Windows CI for now (gh-23)" #51

This reverts commit 7577dc042fe57ba55d7fdc74d1ed9edda8da498f. I have a suspicion that the Windows issue got fixed when we reconfigured the special remotes of the studyforrest datasets a few months ago.

and it is indeed fixed. The problem seems to have something to do with redirection (psydata.ovgu.de was redirecting to datapub.fz-juelich.de previously). Now, this redirection is gone, because they took psydata.ovgu.de offline, and we point directly to datapub.fz-juelich.de. there is an issue in datalad core about it, but I couldn't find it in a very quick search.
