For RDF:

https://github.com/linkeddata/rdflib.js seems to be the OG library
https://github.com/rdfjs seems to be a good point of entry, with more recent developments

For shacl:

There's https://www.w3.org/TR/shacl-js/ and https://github.com/TopQuadrant/shacl-js, but this seems to not be supported anymore, see comment from the author: https://stackoverflow.com/a/77256740
There's https://github.com/zazuko/rdf-validate-shacl
And also https://github.com/rdf-ext/shacl-engine (see blog: https://www.bergnet.org/2023/03/2023/shacl-engine/)

As far as I have been able to determine, https://github.com/rdfjs seems to contain the most relevant and recent work in the scope of Javascript graph management, all based on community standards. Also, https://github.com/rdf-ext/rdf-ext has a useful API that I have started using.

The choice is rdfjs via the rdf-ext API, for now.
