Notification popup appears only randomly

What version of the product are you using? On what operating system?

- v0.16 with Windows 7 x64

Expected output:

- Notification popup will appear whenever there is new news.

What I see instead:

- When new news arrives, most of the time, the notification popup does not show 
(although the system tray icon does get updated to show there is new news.)  It 
occasionally popa up, although I've not been able to see a pattern yet.  The 
appropriate options("display notification for incoming news") are correctly set.

Here is a specific example.  I have the UI open.  I clicked on "update all 
feeds".  The tray icon changed to "1", however, there was NO popup shown.

I'm guessing here, but it seems like, upon restart, the program "forgets" it 
settings.  

Possibly an issue loading settings on startup?

Notification is displayed only after all updates of feeds. And just when 
application is not focus or minimized to tray.

Are you saying that the feeds will ONLY show when:

1) when the application does not have the focus,

OR

2) When the application is minimized to the tray?
