Option to "always show notifications"

Provide an option to "always show notifications", i.e., regardless of the state 
of the main windows or the state of the system tray.

The rationale is that most users will want to be notified of new news, 
regardless of the state of the main window.

Right now the notifier is useless to me since I keep QuiteRSS open most of the 
time, and apparently the notifier will not popup if the UI is open.

I'm really hoping for this to be Accepted and implemented soon!

Our program is free and I am engaged it only in his spare time, unfortunately I 
do not have free time now!

Understood!

However the notifier is the only reliable way to find out about new articles.

If you get a few spare mins it would be appreciated by myself and I'm sure by 
many other users!

This is not a fix for the issue, as the notifier will not popup if the UI is 
open.
