SSL Certificate Error #714

I have a problem with next data:

What version of the product are you using? On what operating system?
Version: 0.17.5. Operating System: Windows XP Professional 32-bit SP3

What steps will reproduce the problem?
1. Windows start

What is the expected output? What do you see instead?
Expected output: To not have this message. Instead I see next message (see 
attached image)

Please attach your feeds.db and quiterss.ini files
feeds.db not available in the indicated folder.

In the C:\Documents and Settings\tecnico30\Configuración local I don't have 
any folder.
