deleting a course needs to not delete the syllabus attached to it #23

After investigation, the data for course & master syllabi for deleted classes is not deleted. The "Public Link" still works for classes deleted. Only thing deleted is that module instance of Syllabus. #24 Should be amended to show status of class.. EX: Title crossed out/greyed for inactive classes, linked for active classes.

Discovered a bug that once a class syllabus instance was deleted the public was borked see commit 54851d10f697f9ad33ea50f785ccb9eccab6a029
