This pull request so far includes:

c01 - Avoid using str.encode(....) where it is unnecessary

I don't know if there really is much else that can be smoothed out for a good Python 3 release, so I will hold this on draft until I feel safer about the completeness of this pull request as a single unit of substantial contribution.
