Comment when CI passes

Issue for testing CI workflows for cron-jobs that will leave an issue on a comment when the test starts passing.

I.e.

• If the job runs and it fails, do not leave a comment
• If the job runs and if passess:
  • If the job failed before, leave a comment
  • If the job passed before, don't leave a comment to avoid notification spam?
