Configuration: command-line and XML confusion (see: class XMLConfigurationService) #20

The two configuration points may confuse the use:

The rule:
    To a parameter, if it is not configured in command-line, then use XML.

But the two parameters: "mode" and "wireformat31x" not follow this rule.

The attached patch fix this issue.
