please provide new win32 compile #137

The latest pdfsizeopt.exe I could get is dated 2017/09/02. In the meantime there were over 140 commits.

Please provide a new package for all Windows users.

Please follow the installation instructions in section Installation instructions and usage on Windows of https://github.com/pts/pdfsizeopt . Downloading the newest pdfsizeopt.single, which contains the newest released code, is part of the instuctions.
