asterisk-chan_usbradio: Add txoffdelay #60

"txoffdelay" ignores the reciever for a specified number of 20 millisecond intervals after the transmitter unkeys. This is useful when setting up a half-duplex link with an existing repeater, where you need to ignore the repeater's hangtime.

Added txoffdelay and configuration to the usbradio sample configuration file. Please fix alignment with the rest of the text if needed. I use a screen reader, so what reads well for me might not line up visually.

Both files were signed, but Github was stuck thinking it wasn't. I merged them in.
