App_rpt: Update wget switches in STATPOST_PROGRAM

Reduces the length of gaps in audio when CTCSS is generated by the usbradio driver

• Add --no-http-keep-alive

• add --timeout=1

• Add --waitretry=0

• add --tries=2

• Add --retry-connrefused

This is not a complete fix, but it does make the issue tolerable.

Since this removes a few things that were added: -using libcurl for statpost -LOCALPLAY telemetry

It is being pushed into a new branch to preserve the submission.
