Update implementations to comply with the datetime format changes from last september spec revision

Recent changes
September 15, 2008: Released version 1.0.1. This version incorporates the 
following changes:

Added the following constraints in section 2.1.5 for time values:
Times MUST be expressed in whole seconds only; fractional second values 
MUST NOT be present.
Times MUST be given in the UTC timezone, and end in “Z”,  without a 
timezone offset.
Removed the old section 2.1.6 which described how time values must be 
compared.
