Create private networks if no system rights in gnome-control-center #716

Fixes second part of https://github.com/puavo-org/puavo-os/issues/515 Not yet tested as a part of actual image build, just by manually building and running gnome-control-center on a test system.

Would probably be trivial to get this on bullseye too if desired.
