Adds gnome-shell patch 11, which continues from patch 10 introduced in previous PR, so https://github.com/puavo-org/puavo-os/pull/721 should be merged first.

Relies on puavo-os/parts/ltsp/puavo-install/lib/update-configuration to correctly recognize these issues when connecting to puavo-rest and create /state/etc/puavo/HOST_REMOVED_FROM_PUAVO if appropriate.

(Not tested as part of an image build yet, only as separately build gnome-shell.)
