PageSpeed Insights report #1733

I fed the map to Google's PageSpeed Insights service for an unrelated PR, which gave us this report :memo:

It has some recommendations for performance, accessibility, best practices, and SEO which will make Google's algorithm and web crawler very happy, but also users of the site too, and so I will spin a few sub-issues off of this with any relevant recommendations:
