Original 2012--2014 in pdfs. 2015 and 2016 data need to be scraped from the website.

2011 to 2015 data also available from here: https://projects.jsonline.com/database/2017/8/Wisconsin-state-employee-salaries-2016.html#!/grosspay16.desc.1/

If we are going with jsonline for 2012--2015, spot checking a bit with pdfs may be useful before that. If things look fine, just scrape from 2011--2015 from jsonline and 2016 from the openbook website. And still have pdfs in the repo. if people want to crosscheck further.
