cell phone towers will do most of the time, in urban areas wifi is fine also

how are cell phone towers going to help with information when trains leave a station?

whether its wifi, BT beacons or cell towers, they help to give some prediction where the object is. cell towers are most helpful for trains outside urban areas. if predicting delay is the target, you don't need position, as you know that every vehicle follows its defined track. You just just need to know what's the time difference between time table construction and reality. I predict, that for example calculation delay of ICE trains will exact within +/- 1 minute, maybe even +/- 30 sec. It also works for regional rains, even for tracks where DB has no sensors installed. And you don't need GPS, which in ICE trains will be a problem, but also in modern regional trains.

We also assume that you can use the magnetometer of the device to identify currents next to train tracks.
