[v6.db] departures[].delay and departures[].plannedWhen are wrong #22

This IC has 6 minutes delay but the API shows 3960 seconds which is 1 hour and 6 minutes. Seems like something has gone wrong with timezones. I suspect the plannedWhen field is just programmed wrong and the delay is calculated as a difference between when and plannedWhen.
