Add community translations under Standard for Public Code #103

Do we want to add the community translations as a subheading under Standard for Public Code?

I think we do; I propose we schedule a work session for this to see how it looks.

We already have a subheading for the OASC course and I imagine this could be just like that. So if we want it, I think all we need is one or two sentences and a link.
