Adding CircuLaw to Assessement.

fixes: #306

This draft PR needs at least the following:

[x] Review, input, and approval from @gurdenbatra
[x] Input regarding how the Foundation for Public Code is helping or has helped CircuLaw development
[x] Review of "Opportunity" for CircuLaw
[x] We need to address the logo stretching
