Consider adding phone international prefix as mandatory #70

Right now, the phone field may or may not have an international prefix (e.g., +39). It may be better to set such prefix as mandatory. @ruphy @alranel

@libremente the phone field already must have an international prefix, but yes, the specification doesn't specify the standard to follow when using it

on a related note, I believe we should contextually fix the wording by including a MUST and avoid any ambiguities. I believe that the current wording is already non-ambiguous, but I am open to the possibility that it is and as such we need to address this issue with a major release

Telephone numbers are Literals in https://w3id.org/italia/onto/SM/Telephone. We can check if there is an explicit specification too.
