Add guidance on Active Project Limitations to documentation #20

Recommended guidance to be added to Project Manager documentation:

  1. Mapping Phase

    • Limit two mapping projects (<100% Mapped) per campaign[1] as PUBLISHED at MEDIUM or HIGH priority
    • Any additional projects should remain as DRAFT
    • As published mapping projects transition to validation, convert standby projects from DRAFT to PUBLISHED

  2. Validation Phase

    • Reduce priority of 100% mapped projects to LOW priority during validation
    • No limit on number of projects in validation
    • Projects at 100% validation must be immediately ARCHIVED

[1] Campaign is defined as a series of related projects on the TM. Multi-state campaigns should be split into separate campaigns by state (i.e. Colorado RR Mapping, Nebraska RR Mapping).`
