Docs: Prepare documentation site for internationalization #3

Follow the instructions in the following documentation page to set up our docs to be converted into different languages: https://nextra.site/docs/guide/i18n

This includes updating the next.config.js file, adding the middleware.js file, and updating the filenames with the locale codes.

We will 'configure the docs theme' as part of the scope for the specific language tickets
