List # of first-timers-only issues and # of candidates in headers #135

The current welcome page looks like this:

We should have it say:

First-timers-only issues (11)

This should be pretty easy to implement -- maybe a good first-timers-only issue?

ah, rate limiting is an issue we're working to resolve... unfortunately for now you may just need to wait an hour or so to test further. Hopefully @rishabh570's upcoming work on a data store will improve the situation!!!
