Add Community Maps "Air Quality" map layer #126

This is a great local source - looks like London-area only but great!

hmm, you are right @avsingh999. the map is generated on basisof NO2 only as mentioned https://communitymaps.org.uk/projects and here's some more details - http://mappingforchange.org.uk/wp-content/uploads/2018/03/NO2-toolkit.pdf.

I also can't see any API endpoint doc and related info. @jywarren any information you have?

I think we will have to view source and find it that way... And maybe observe the network pane as we load. It's mapbox, which is Leaflet, so it should be compatible!

If you'd like you can take up another issue, but tell me what you'd like to do.
