Improving the on-boarding process on PublicLab website #9888

This is an issue to continue the discussion we had a few weeks ago with @ebarry on the soc call, stemming from a conversation we had last year in the web and coding prioritization team late last year.. on how we can better the on-boarding process on the publiclab website / explain the levels of accessibility(rights) to new contributors, what different users can/can't do, e.g when one is allowed to add a tag etc. Possibly include a kinda of "tour" for new contributors Liz's idea "maybe take a look at how Discourse does it and see what we can borrow".

Ideas on pages/places to improve

A new contributor on PublicLab cannot create drafts and there's no help text or guide in the post page that helps the user understand this. I remember being really confused when I wanted to save my proposal as a draft.

A small text could be added at the bottom that says New contributors are not allowed to create drafts.

A good example is what @17sushmita did on this pull request ..on what an author and a first-timer sees on tags add(+) button. non-author

Is it possible to show the popover on hover instead of click? When a contributor sees the disabled sign first, they might not bother to click and read why they can't add tags.

It would also be really helpful if contributors could hover over the lock icon on a locked page to see why it has that icon.

really awesome @TildaDares ...yeah I agree a popover would be better, not sure if its possible to show different texts on a hover based on which kind of user is logged out but will research on it...I will add the ideas on the issue as a checklist. Thanks

I love the idea @TildaDares and also wonder if you have other ideas for places to sort of smooth the onboarding with such tips!

These are fantastic ideas. Thank you for creating them as a checklist @cesswairimu ! It would be great to see any/all of these ideas implemented.
