set up privacy page at /privacy #109

Hi, @shapironick -- sorry, i'm sure this text is already started somewhere, but let's get it into an issue and put up a page with this all. Once you paste in a link can you re-assign this task to Melissa?

The text is coming over from #84.

I've drafted this text. its on the wiki and in a google doc with full formatting. http://publiclab.org/wiki/wherewebreathe Some formatting didn't make it in there so i've also put it in a google doc https://docs.google.com/document/d/1FFYqxCAAe3LXVZxoUh-wa7knyARTOPFc7p1Sa0eb2w4/edit

note I think Nicole deleted some of the things on the Wiki because i accidentally overextended her resources so the wiki is the where the right text is. the google doc has formatting cues.

I think we should have the privacy page on the forums with the different privacy/sharing options to choose from on a separate page (as i've done on the draft above) so that those who go straight to the forum and those who arrive at the forum via the study can both end up on the same page to set their settings.

The wiki has revision history, if that's helpful?

Great! i've updated the google doc based upon the revision history of the wiki. great feature!

So they are now synced!
