Facilitators role & system

• [ ] ability of site admins to mark users as facilitators
• [ ] ability to moderate new forum topics/comments, resulting in their being greyed out w/ "This has been moderated. Read why and learn about the moderation guidelines here."
  • [ ] orig author will still see content but it'll be greyed and marked as "moderated"
  • [ ] facilitators will still see the content but it'll be greyed as above, AND will see a "unmoderate" btn
• [ ] ability to un-moderate above content w/ a button or link on the moderated content
• [ ] ability to see if users have marked themselves as "accepting the risk of non-anonymity" (see #114)
• [ ] email notification to users that "Your post has been moderated. Read why and learn how to appeal this here."
• [ ] facilitators can re-title forums
