site administrator role #120

[ ] ability of site admins to promote new site admins or return them to normal user status (except "user 1")
[ ] ability of site admins to mark users as facilitators (see #119)
[ ] ability to prevent a user from posting new content (user moderation)
- [ ] users then see "you have been placed in moderation" instead of the new comment input field.

In my admin branch I've got these working:

[x] ability of site admins to promote new site admins or return them to normal user status (except "user 1") [x] ability of site admins to mark users as facilitators (see #119)

And for the third part, there is an administrative feature for this and the records exist in the database, but I need to finish integrating it into the forum system.
