Identify secure venue for facilitator discussions #122

@nshapiro - would it be acceptable to use a Google Group, but not allow anyone to receive updates via email? That way it's on an https server, and not transmitted in the clear? This might be instead of ProtonMail for the facilitators@ address.

People emailing to the group would be sending email in the clear, but we could clearly warn people not to share private information via email. There will be "comment codes" as in #121 for easy reference to individual comments so people don't have to copy their content into emails.

Perhaps facilitators could get email updates if they have protonmail accounts? But prefer not.
