add explanation to VIN/HUD form field #93

This site is ONLY for people who live in manufactured housing. Please enter your VIN or HUD number as evidence that you do.

Actually i checked, it's not -- Melissa, can you add (once we restart work) this just before "Need help finding..." in the form? And let's add a link at the end of this text, before "Need help" that says "(Learn more about privacy on this site)" and leads to our privacy page at /privacy
