Actually, the submission of co.ee would need to come from that domain's administrator as a pull request, and you are welcome and encouraged to invest volunteer time to work with them in the process of their establishing a request into the PRIVATE section of the PSL, as we are not resourced to take such an effort on.

To save time, that would be a private party that you would engage with, as the IANA listed operator of .ee does not list co.ee as one of the direct delegations that they offer.
