remove `611.to` #2061

Reasons for removal:

Main website 611project.org returns a for sale page.
611.to root does not resolve.
_psl.611.to TXT record does not exist

Actually after looking a little deeper into this, it seems that they have moved their website to https://611project.net (the SSL certificate has expired, at least on my browser) and it does seem they are still providing subdomains as seen on there website:

@wdhdev and @simon-friedberger Yes, both you are correct.

The original 611project(dot)org domain has been stolen from the hosting account during renewal process. That's why the original website moved to https://611project.net.

The public bitcoin based 611 block chain, uniquely accessible from any internet device using DNS (public suffix YourAlias.611.to) is still active and processing over a billion DNS requests each day.
