Restore and fix the CLI command: assign-coauthors #438

It was commented and need to be fixed for the new authors structure

A client needs it back so he is able to fix the author data for his 50k posts. The original author is stored in metadata and he wants to add those authors as guest authors to set to each post.

The command is able to do that, just needs to be refactored.
