New tabs block headers can be reordered #1159

  1. Create a new Tabs block
  2. Change the order of the default tabs. e.g. "Tab 2", "Tab 1", "Tab 3"
  3. Create a new Tabs block

The default headers for the second Tabs block are the same from step 2.

Also the issue can include random behavior after reordering one of the tabs blocks. I'm not able to consistently reproduce.
